Amendment to Port City regulations

Cabinet approval has been granted to amend the Colombo Port City (Guidelines on Granting Exemptions or Incentives for Businesses of Strategic Importance – Duty-Free Operations) Regulations. Approval was given at the Cabinet meeting held on 22 December 2025 to revise the relevant regulations to allow a passenger arriving in Sri Lanka from overseas to make purchases from the duty-free shopping complex in Colombo Port City on two occasions within four days from the date of arrival, without revising the approved annual duty-free allowance limit of US$2,000. Accordingly, the Cabinet has approved the proposal submitted by the President, in his capacity as Minister of Finance, Planning and Economic Development, to present the amended regulations—published in Extraordinary Gazette No. 2475/28 dated 13 February 2026—to Parliament in accordance with the provisions of the Colombo Port City Economic Commission Act, No. 11 of 2021.
