The Commission to Investigate Allegations of Bribery or Corruption has filed a case before the Colombo High Court against Minister of Power Kumara Jayakody over large-scale corruption allegations. The legal division of the Bribery Commission has filed two indictments before the Colombo High Court against the accused, Punya Sri Kumara Jayakody, in connection with an alleged corruption amounting to more than Rs. 8.8 million, which is said to have taken place 11 years ago while he was serving as the Procurement Manager of the Lanka Fertiliser Company. The case, filed under number 481/26, includes a list of 21 witnesses and 29 items of evidence submitted by the Bribery Commission. According to the indictments, during the period between 2 January and 30 December 2014, while serving as the Procurement Manager of Lanka Fertiliser Company Ltd., the accused allegedly committed an offence of corruption under Section 70(b) of the Bribery Act. It is alleged that after awarding the contract to carpet the company’s warehouse premises to a firm named DS Construction, he acted with the intention of granting an undue or unlawful benefit, favour, or advantage to that company, or knowingly allowing such a benefit. The charge further states that he acted in violation of procurement guidelines, which require a valid bank guarantee for a period of three months or 28 days. Despite the absence of such a bank guarantee, it is alleged that he authorised the payment of a 20 per cent advance of the contract value, amounting to Rs. 8,859,708, to DS Construction.
