QR based fuel quota if panic buying continues – Dy. Minister

The Government may be compelled to re-introduce the QR-based fuel distribution system if panic buying and stockpiling continue, Energy Deputy Minister Arkam Ilyas warned. He said discussions are already under way on reinstating the mechanism should consumers persist in purchasing fuel beyond normal requirements. Addressing the media yesterday (1), he said the country’s fuel reserves and procurement pipeline remain secure, with storage facilities currently at full capacity and sufficient stocks available for more than a month. Ilyas explained that Sri Lanka sources the majority of its petrol, diesel and aviation fuel through international trading channels rather than direct procurement from Middle Eastern producers, thereby reducing exposure to regional geopolitical tensions. “We obtain most of our fuel through trading arrangements from countries such as India, Singapore, Malaysia and South Korea.Those shipments are continuing to arrive, and current reserves alone are sufficient for well over a month,” he said. He noted that continuous panic buying in excess quantities, along with illegal hoarding, could place temporary strain on the transportation and bowser distribution system that replenishes filling stations. The Deputy Minister appealed to the public to remain calm and continue routine activities without fear, assuring that ordered shipments are already in the supply chain and that there is no risk of an immediate shortage. “There is no reason for anxiety. Citizens can carry on their normal activities, as adequate stocks and confirmed orders are in place,” he said. Ilyas also stated that holidays previously granted to the state fuel distribution network had been cancelled to ensure uninterrupted supply during the current period of heightened demand, with deliveries now proceeding as normal. Law enforcement authorities have also been instructed to act against illegal fuel collection and hoarding activities, particularly the filling of containers for resale. “Police have been directed to immediately halt any bulk collection or stock piling activities. Where such incidents occur, officers will intervene and stop them,” he said. The Deputy Minister further stated that the government had earlier projected a possible deterioration in the regional situation and had prepared accordingly, with procurement for the coming months already arranged and several shipments currently en-route.
